Did you try to release ip address from VPC console instead of EC2 console. Try that if not done already.
Otherwise, login to your AWS account, use this link to put a request mentioning region name.

You can try to fill in this form : https://support.console.aws.amazon.com/support/contacts?#/rdns-limits, assuming you already tried to release it from vpc console (not the EC2 one).
I tried releasing it from the the VPC Console.... same error. Will try via the form you suggest. Thanks.

Sure, you should be able to get it released with the help of support, it may not be immediate but should reflect within 24-48 hours.
