I ran into the same problem and this is what I did:
- de-registered the device with failed registration status
- attached a keyboard and monitor to the camera and logged in using the password I created during the initial registration attempt (if you haven't set that password then the default should be aws-cam)
- opened cmd on the camera and ran the below commands to update it:
sudo apt-get update
sudo apt-get install awscam
sudo reboot
- Once the camera was rebooted, I inserted a pin in the reset hole in the camera
- did the registration process all over again and it was successful

This approach is not working for me. The device doesn't go into reset mode after I reboot and insert the pin in the reset hole.

My initial thoughts would be to make sure all the firmware and software is up to date. Make sure the device isn't previously registered to another account. If you are the original owner, I would still deregister the device and then try to register again. If you aren't the original owner, the previous owner may not have deregistered the device.
