DHCP server over VPN instance

Hi, I just want to know if AWS customers are allowed to install DHCP server (on EC2 instance) over a VPC for private usage needed used outside their AWS VPC area ? If not allowed, where is it written ? This server only amswer to DHCP unicast request. (DHCP relay)

You can setup DHCP server on aws using cisco ip-helper to issue ip leases on-premise, as broadcast traffic is not allowed on aws.
