According to the documentation below, AWS Shield is not listed, so it may not be available.

Also, the following AWS Shield documentation does not list GovCloud endpoints.
Since GovCloud endpoints are listed in documentation for EC2 and other services, it is likely that AWS Shield cannot be used.
