how to contact support to unlock my elastic ip

Hi, i was told to contact AWS support to unlock my elastic ip ,because it has been locked to my account by AWS support.

I have basic support plan, so i can not submit a case , where i can get contact with support?

By locked, do you mean Elastic IP quota?
If you are talking about quotas, you can apply for a cap mitigation by following the procedure in the following document.
