I'm being charged 0.35$ per month even though I'm not using any instances. I want to fix this.

Looks like snapshots. If you take regular backups using snapshots then this could explain it.

Confirm this by going to the Ec2 -> Snapshots section of AWS Console in the Seoul region https://ap-northeast-2.console.aws.amazon.com/ec2/home?region=ap-northeast-2#Snapshots:
