Operation now allowed when trying to purchase Provision Throughput in Bedrock

When i try to purchase a provision throughput in Amazon bedrock i the error message “Operation not allowed”. I checked that i am in a region that supports the model i want to use (it's a custom model and i have granted access to it), provisioned throughput and the no commitment option. I have granted AmazonBedrockFullAccess policy to my IAM user and made a policy with all the bedrock actions from their documentation, which i also attached. I even tried the process from a different browser and it still doesn't work. I would be really grateful if you help me!

Hello.

It's possible that your AWS account has restrictions on using Bedrock.
In this case, I recommend that you open a case with AWS Support under "Account and billing" since there may not be anything you can do to resolve the issue.
