How to create temporary accounts for each user?

The cloud labs on Pluralsight (the training site), they create a new account with one IAM User each time when start a lab.

I would like to implement similar logic on my own, how can I do that?

From what I've researched, I understand that signing up as an AWS Education Competency Partner gives the authority to issue temporary accounts. Is that correct?

If not, is there another way?

Yes, AWS Educate is free for educational institutions and learners. It allows instructors to create temporary AWS accounts with limited permissions for students. You can also use AWS Organization and using SCP to limit the user permissions but get many efforts to set up.
