What is "No Region" in CloudWatch spend grouped by region in Cost Explorer?

In Cost Explorer, when I look at CloudWatch costs by region, I see a negative value pop up as "No Region." What is this cost, actually? Could someone please point out? Thanks.

Credits, Discounts, Refund do not have a Region typically. Instead of choosing "Dimension = Region" (on the right), try "Dimension=Charge Type" it will make more sense.
