Hello.
Are the required IAM policies set for the IAM user you are using?
AWS operations will not be allowed unless the required IAM policy is attached to the IAM user.

If it is possible to edit the IAM user, try attaching the necessary IAM policy.
Additionally, if you do not have permission to operate IAM policies, you will need to contact the administrator of your AWS account and have them set it up.

Who issued your AWS account? If you are the one who issued the AWS account, you will need to operate and configure the settings.
