Clearly this has changed at some point.
I do not use java transformations or anything that has documented limits. But suddenly on the 13th of this month I receive this message from q chat:
Monthly request limit reached - The limits reset on 11/01.
That's almost 3 weeks where this service will be unavailable for me. I find it hard to justify a service I can only use for a little over a week each month. There is no clearly documented way to obtain - even pay for - additional quota.
