Set the range of the y-axis to go from 0% to twice the target value. So if your target is 12.5%, set the range from 0% to 25%.
Set the "Reserve Padding" option to 50% instead of the default 100%. This will make the target value fall in the exact middle of the chart range.
The actual value will now appear above or below the target depending on whether it is higher or lower than the target.
Some key points to note:
The range must be symmetric around the target for it to appear exactly in the middle Reserve padding of 50% instead of 100% is needed to center the target Dynamic target values can still work as long as the range is calculated correctly based on the target
