Cannot connect to server that was established - Connect to server failed; check $P4PORT. WSAETIMEDOUT

I am brand new to using AWS and trying to connect to Perforce. I have created my stack and followed the instruction using the P4PublicIP, user name and password but I keep receiving this error:

Connect to server failed; check $P4PORT. connect: :1666: WSAETIMEDOUT, A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.

I took out my public IP for this obvious reasons but it was filled in correctly: "ssl: :1666"

I have tried reseting my router, my computer, reinstalling P4 and still have not come to answer.
