As of February 1, 2024, AWS has implemented a pricing change for Public IPv4 addresses. There will now be a charge of $0.005 per IP per hour, regardless of whether the IP is attached to a service. You can find more details about the pricing change here.

There is a new change for public IPv4 addresses starting Feb 1, 2024, which could be the reason. I would suggest to use Cost Explorer to further confirm what is incurring the charge.
