How EIP work
AWS assigns an Elastic IP (EIP) to your account through the EC2 Console, and this address is exclusive to your account.
Before February 1, 2024: If your EIP is associated with an active resource (e.g., an EC2 instance in running status), AWS will not charge extra for the first EIP. However, for Idle EIPs, an additional fee of $0.005/hour will be charged.
After February 1, 2024: You will be charged $0.005/hour for your Public IPv4 address at all times.

Release your EIP
If you want to release the EIP from your account, you can switch to the region where you are being charged, and follow the instructions in this document to release your EIP and stop the charges. Please note that once the EIP is released back into the available pool, you will not be able to reacquire the same EIP address again. https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/elastic-ip-addresses-eip.html#using-instance-addressing-eips-releasing
It is necessary to "release" your elastic IP so your account isn't holding it anymore.
