Hi Garron,
Would you mind sharing on how you observed or measured the limited RAM usage? There can be several reasons why not all of the memory is used. One reason could be the configuration of the application that is configured to only use a limited amount of RAM. Another reason could be resource contention, for example waiting on IO operations or network calls.
It would be helpful if you would be able to share more information on what you are running on the instance.

I'm simply using Task Manager. I have SQL Server Running, a few threaded applications I've written to extract, transform and load data. Of the 16GB I never seem more than 2.3GB in use. On other servers, using the same type of infrastructure usage moves from 1GB to 8GB or 10GB and then back down again as processing cycles
