Instance stuck in "stopping" state

Instance i-0bf32bc4032081ff9 is stuck in stopping state, tried to force stop multiple times, detach the connected ebs, tried to terminate it, more than one hour passed and no change in state.

Frankfurt EC2 is having an "increase in temperature" so most instances there are stuck. Will probably be back when the fire is out.
