Migration Evaluator for OpenStack Environment

My client has 4000+ VMs running over the OpenStack Environment. Can Migration Evaluator be used here for Discovery purpose

Yes , 4000+ VMs should be Ok for ME to handle. Migration Evaluator does not have minimum or maximum requirements for the number of servers in the assessment, however at the lower level (< 5 servers) it is often more time effective to use the AWS Calculator to give directional figures.
Please note ME supports x86 based architecture , so openstack should work.
