You need to enable Enhanced Monitoring and then use a script to create a custom metric in CloudWatch. See this blog: https://repost.aws/questions/QUHNo3I9e3S3Se7bGErIaEig/oracle-rds-monitoring-beyond-free-space. Hope this addresses your need.
