Raise a support call with AWS to resolve this. Even if you're on a Basic Support plan (which would preclude you from raising a support call most of the time) you can still do so under Account and Billing -> Service: Billing -> Category: Domain Registration Issue

I had a similar issue going to a Gmail address. The verification link should be in your spam folder - and is marked 'dangerous' by Gmail security alerts so you will have to manually copy paste the link into your address bar.
I was able to test this without issue by changing to a yahoo email address (not marked spam) - and then back to gmail where the verification was in my spam. The spam folder in Gmail is hidden too - you have to go to Categories -> More -> Spam
I had the same problem with Gmail. Amazon sends their domain name verification Email message from an Amazon domain (this page won't let me post the actual domain name) but then the verification link is at https://www.verify-whois.com/. This cross-site reference is probably causing people to report the message as phishing.

Sadly, this just happened to me as well a year later. I've had my domain for years through Google and transferred it from Squarespace without issues. All my other emails from AWS come through just fine.
What's really troubling is that support rep just sent me here.
