What you are looking for is setting up Amazon Connect Global Resiliency. Look at this blog which discusses how to implement a multi-region resilient contact center. https://aws.amazon.com/blogs/contact-center/build-a-multi-region-resilient-contact-center-with-amazon-connect-global-resiliency/
Yes, that will be at the Instance level completely to replica to another region. It would be good choice when I'm building new instance at fresh. But for already existing instance, there are resources that were built on both regions outside this replication process manually before this api was available. If this replicainstance is called- it will try to look at the existing resource & would conflict out until its deleted. And that's not the objective as well. Is there any way that can start replicating from as on date for all the resources leaving untouched on previous resources created. ?

Like it was stated, you need global resiliency, but be aware the cost to use this is around 40% more, so it’s not cheap, but if you need that kind of reliability it’s the best way to go.
