Move data in and out of AWS GovCloud (US) with Amazon S3

I am attempting to follow this blogpost, https://aws.amazon.com/blogs/publicsector/move-data-in-out-aws-govcloud-us-amazon-s3/, to move data from govcloud to standard aws account but I am running into an error message during the cloudformation stack creation and I can't seem to fix it:

"The following resource(s) failed to create: [EC2WorkerStackS3RepWorkerASGED108717]. Rollback requested by user."

I am using the template that is provided in the post but not sure what changes should be made to address the above error message.

still troubleshooting and the above error message appears to be linked to the creation of the AutoScaling Group but it doesn't actually say what causes the resource to fail
