Oracle instance in reboot state for too long after upgrade

Hi,

We have an oracle instance stuck in "Rebooting" mode following an upgrade to the most recent 12.2 patch.
There was also a parameter change of max_string_size to extended.

CPU show around 14 % activity but no progress can be seen in logging events.
Is there a way to force a db shutdown ?

Hi,

I´ve since been contacted by AWS Support.
BD convertion to extended types failed because there was not enough memory. Support recommended a change on class type.
