Unable to download apps with command "sudo apt install finger". I have checked security rules, access control lists. I can connect to the instance with ssh, however I cannot download. I tried command "wget www.google.com" and that failed as well. I tried rebooting and the same thing happens. The following error is received.

If your instance in a private VPC subnet, do you have a NAT Gateway or NAT instance? If your instance is in a public VPC subnet, does it have a public IP address, and does the VPC have an Internet Gateway attached?
This has been resolved. The instance was restricted by the Amazon Abuse Team.
