Check IAM Permissions:
Ensure that the IAM (Identity and Access Management) user or role you are using to access Lightsail has the necessary permissions to start and manage instances. Verify that the user or role has the required permissions attached.
Verify Account Status:
Sometimes, AWS accounts may encounter issues due to billing or other account-related matters. Make sure there are no outstanding issues with your account by checking the AWS Management Console.
Double-Check Instance Configuration:
Ensure that your Lightsail instance is properly configured, including its networking settings, security groups, and any attached storage volumes.
Is this a brand new account, that's been verified by phone, and has an active payment method associated? This knowledge document here describes scenarios where this error can be seen https://repost.aws/knowledge-center/authorized-lightsail
The AWS re:Post community doesn't have access to your account, nor to any AWS Support ticket that you have raised. People from AWS do look in on these forums, and somebody may notice your question and be able to offer more help.

FYI: It's an old account, it's been 2 years and ran smoothly before, Yesterday I just wanted to stop for a few hours for internal reasons and after that when I tried to start the server again it could not run. For the IAM permissions, it's fully granted, and I've tried with IAM users and even the root user it's still cannot start the server. For account and billing status it's no issues and the bills still run. I didn't change the configuration at all, yesterday I just wanted to stop for a few hours and start it again after that, but it cannot run.
So, if there are any suggestions or help, I'd appreciate it. Thanks again and have a great day everyone.
