Given that the account has already been closed and can't be reactivated back, your primary course of action is to reach out directly to AWS Support for assistance. AWS Support may have access to tools and procedures that are not available to end users, which can help resolve situations like this.

Have you tried moving the account to a different OU or removing it from the ORG?
