Hi, I've been getting ThrottlingException: Too many tokens per day on every Bedrock model (Nova Micro, Llama 3.2, etc.) in us-east-1 for 3+ days.

Throttling is there as part of helping to prevent surprisingly large bills. You need to establish a pattern of AWS usage. I suggest you provision a free-tier EC2 instance.
