How to free a instance, been "stopping" for 15 min.

I have a lightsail server that times out. FAQ reccommended that I start and stop but it is stuck in stopping phase for over 15 min. No msg about degraded hardware, fairly new instance and low usasage. Is this common and do you have any tricks to try?
