The instance has not stopped after force to stop by action menu.

I've received the message "This instance is scheduled for retirement after September 21, 2020", then I tried to connect the instance but it's not responseding. I try to restart it.

The instance has not stopped after I force instance to stop by using the stop action menu for 10 minutes.
Could you help me to solve it ?
