My EC2 Instance won't respond or reboot (i-ce0e730a)

I hope someone can help me get it to respond. I can't ssh to it and it has not rebooted after 2 requests to do so. The dashboard shows it as healthy even though it is currently useless as far as I am aware.

Hello,

Are you still unable to connect to the instance?

Looking over the instance it shows it to be healthy and currently running.
