Based on the information available, I cannot confirm whether the behavior you're experiencing with the time-of-day field in the Kinesis Video Streams Media Playback section is a bug. The sources don't specifically address this UI interaction issue in the AWS console.
Amazon Kinesis Video Streams does provide media playback functionality through its console, allowing for live and video-on-demand viewing. The console includes administration functionality alongside playback features. While the service supports accessing video data through APIs and allows for playback of stored video content, the specific behavior of the time selection controls in the Media Playback interface isn't documented in the available information.
If you're experiencing consistent issues with the time-of-day field requiring changes to other fields first, you might want to contact AWS Support to report this potential UI issue, as it could impact your ability to efficiently navigate to specific timestamps in your video streams.

Hello,
Greetings for the day! Thank you for contacting AWS Support.
Thank you for your valuable feedback. I am happy to inform you that we have implemented the fix in Media Playback for Kinesis Video Streams in AWS Web Console. And you should now be able to change the time-of-day regardless of changing any other field (i.e. the timezone).
Should you have any additional queries, feel free to write back to us. We will be happy to look into it further.
