NS records TTL change

We are looking into moving our domain registration to AWS. We won't use AWS Nameservers so we would like to know whether we can set TTL for NS records of our hosted domain? We would like to use it in case we need to switch / remove one of the providers

The TTL of an NS record can be changed using the methods in the following document.
