EC2 instance stuck stopping

I have an EC2 instance that is stuck in the Stopping state. I rebooted it and it failed to come up. Per https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/TroubleshootingInstances.html I tried stopping the instance. Now it is stuck in Stopping. Per https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/TroubleshootingInstancesStopping.html I am requesting assistance.

The instance ID is i-702bfe08

I managed to finally stop it, and restart it. Crisis averted.
