Free tier EC2 instance stopped, actual usage below 100%, I want to get my info and delete, can't even get into the environment. No support available for free tier.

Had some work done in college on AWS. Haven't touched this account in a few months and somehow its pulling in hours and keeping things online. I know I have an allowance of 750 a month, I cant get to my environment to grab my docs and delete it. Cannot find a tutorial for taking it temporarily offline either. Frustrated I can't grab the files to jump ship.

"The delay may be caused by high CPU usage in your environment..." VPC settings are fine. https://docs.aws.amazon.com/cloud9/latest/user-guide/troubleshooting.html#troubleshooting-ide-low-memory This guide didn't help at all. Billing refuses to temporarily upgrade me to get into my "high cpu" environments and grab the files and delete my account.

I'm not sure what "pulling in hours" means here. And instances don't just restart by themselves if they are shutdown - it requires manual intervention or some other API call (perhaps some automation or health check that is running?) to do that.

If you need to remove the data from the instance and shut it down, what is preventing you from doing that? If the instance is running then you should be able to SSH/RDP to it and access your data.

There's not a lot of information to go on in your answer so I can only provide you with general advice.
