Hi,
Have a look at https://stackoverflow.com/questions/73356254/aws-organizations-you-have-exceeded-the-allowed-number-of-aws-accounts
It seems that others have had very similar problems like you: same error message while initial limit of 10 not reached.
They solved it by opening a support ticket in AWS console.

+1 for the comment above. This would require creating a support ticket as this does not fall in line with limits that are in place natively for the CT service. Here's a list of limits and quotas for AWS Control Tower for reference - https://docs.aws.amazon.com/controltower/latest/userguide/limits.html
