Connect AWS Cognito to custom OIDC provider

I'm using AWS Cognito. I wanna to use Cognito identity provider function. My custom identity provider required custom scopes

acr_values=urn:safelayer:tws:policies:authentication:level:low

but I can't add those to Cognito Authorization URL. What should I do?
