https://learn.microsoft.com/en-us/windows-server/get-started/whats-new-in-windows-server-2022 shows Transport: HTTPS and TLS 1.3 enabled by default on Windows Server 2022, Is it available with AWS RDS for SQL Server 2019

No support has yet been announced for TLS 1.3.
It could be supported in the future.
