Hello.
I also tried enabling Claude 3.5 Sonnet in us-east-1 for my account and it works fine.
Something similar happened in the past when Claude 3 Sonnet was first announced.
At that time, I was able to resolve the issue by opening a case with AWS Support under "Account and billing".
Therefore, I recommend that you contact AWS Support.
