Can I track an user when he start any service in AWS? 
What tools or service to send me a notification by email address for example

You can use CloudTrail together with SNS. In this way, any action performed under your AWS account will be audited by CloudTrail, and with CloudWatch and SNS, you can send alerts directly to your email via SNS email notification.
