If all your RDS resources are showing as zero but you're still getting billed, there could be several reasons for this. Here are a few steps you can take to identify and resolve the issue:

Check for Snapshots: Snapshots can incur storage costs even if your RDS instances are deleted. Go to the RDS console, navigate to "Snapshots," and see if there are any automated or manual snapshots that might be causing the charges.

Check for Automated Backups: AWS retains automated backups of your RDS instances for a period of time after they are deleted. These backups can also incur costs. Check the backup retention settings and the list of retained backups.

Review Billing and Cost Management Dashboard: Use the AWS Cost Explorer or the Billing and Cost Management dashboard to get a detailed view of your charges. Look for any line items related to RDS and investigate further. Use filters to focus on RDS-related costs. Break down costs by service, usage type, and region to pinpoint the source of the charges.

Check for Reserved Instances: If you have purchased Reserved Instances, you might be billed for these regardless of whether you have active RDS instances. Ensure that any Reserved Instances are properly terminated if you no longer need them.

Above steps are a great start -- make sure that you are checking the right region. The bill should show the region.

Posting an image of your bill (without private info like account number) could help us, help you track down the specifics.

Hi,

You may want to use AWS Workload Discovery to locate all the active resources across all regions and accounts in order to be able to destroy the ones that are still billed to you.

See https://aws.amazon.com/solutions/implementations/workload-discovery-on-aws/

Best,

Didier
