Proper support for AWS::WAFRegional::RateBasedRule

It seems impossible to attach AWS::WAFRegional::RateBasedRule to a AWS::WAFRegional::WebACL using Cloudformation. They may both be created using Cloudformation but then need to be attached to each other using the CLI or something similar (e.g. aws waf-regional update-web-acl ).

Are there any plans to fix this situation anytime soon?

WAFv2 seems to fix this issue: https://docs.aws.amazon.com/AWSCloudFormation/latest/UserGuide/aws-resource-wafv2-webacl.html
