Why EBS Snapshot store in S3 but EBS Snapshot price = 2x S3 Standard Price

As AWS mentioned in docmuent, EBS Snapshot will store in S3. But price for EBS Snapshot is more expensive than S3 price.
For example, in Singapore region, 
- EBS Snapshot price for Standard is $0.05/GB-month
- S3 Standard price for Standard is  $0.025 per GB
