Based on the information you've provided, it appears you're being charged for data transfer within your AWS account. Specifically, the charge is for regional data transfer between EC2 Availability Zones (AZs), or for data transfer involving Elastic IPs or Elastic Load Balancers (ELB).

This type of charge is common and can occur even if you're using services that are typically covered under the free tier. Here are a few potential reasons for this charge:

  1. Data transfer between different Availability Zones in the same region.
  2. Data transfer associated with Elastic IP addresses.
  3. Data transfer related to Elastic Load Balancers.

The charge is $0.010 per GB, and you've transferred 11.106 GB, which explains the billing.

It's important to note that while some AWS services offer free tiers, data transfer charges can still apply depending on your usage patterns. To minimize these charges, you could:

  1. Ensure your resources are in the same Availability Zone when possible.
  2. Monitor your data transfer patterns using AWS Cost Explorer.
  3. Be mindful of how you're using Elastic IPs and Load Balancers.

If you need a more detailed breakdown of these charges or if you believe this charge is in error, it would be best to contact AWS Support directly. They can provide a detailed analysis of your account usage and help you understand or potentially rectify any unexpected charges.
