Can't access RDS console

I have a rds postgres instance that is running fine, but i cant access the RDS console to do any maintenance. Every time I try it takes me to the "getting started" page like I don't have and instances running.

Well, that was fun. Didn't think to check which region was selected in the drop down. Once I changed it to the region that the RDS was in it shows up as expected.

For aws rds export to s3, I have my database name with hyphen but seems like I cant export partially but i can do full export? Any way around this
