I deleted the public IP first, so I can't seem to delete the network interface.

I want to delete the network interface to delete ec2 and vpc, but the public ip is connected, but the corresponding public ip does not exist. I think the reason was that I deleted the public ip connected to the network interface first. I can't delete the network interface because I can't disconnect it with my authority, so is there a way to delete it?

Hello.

I think there are some remaining AWS resources using the network interface.
Instead of deleting the network interface first, try identifying the AWS resources that are using the network interface and deleting it.
