Copy AWS Deepracer model to s3

I am trying to copy Deepracer model to s3. It fails with error message "A DeepRacer access role could not be created. Make sure you have the appropriate permissions and try again" I am executing as root user. Also tried with another user with Administrator and other Deepracer access policies granted. No success. Please help.

    Is your account a member of an AWS organization? It's possible that there may be a Service Control Policy (SCP) blocking your account's access to DeepRacer or to create an IAM role.

There has been a bug related to S3 exports around 3 months ago. Is this still occurring?
