Do you have Reserved Instances or a Savings Plan that might take an upfront payment on 1st July?
When you go into the current month's bill in AWS Console, in the bottom part of the right hand pane expand the Elastic Compute Cloud section and everything within it. Is there anything in here that offer a better description of what this charge is for? https://us-east-1.console.aws.amazon.com/billing/home?region=us-east-1#/bills
Note that on AWS re:Post you can't get much more than general advice, as the AWS re:Post community does not have visibility of your account, nor any billing information associated with it. The billing support case that you have already raised needs to be your primary source of a complete answer to any billing questions.
Here's the complete bill image. EC2 usage is mentioned as EC2 Usage EC2PartialPayment which is $200 and was added on 24 July without any reason.

Please check my comment below. I've had added entire bill image and that extra charge screenshot. And there's no savings or RI that I took nor previous and current month.
I agree -- partial payment sounds like Savings Plan or Reserved Instance. Check the console and see if you have any listed.
Go to the "Billing and Cost Management Console". On the bottom left under "Savings and Commitments" expand and review both Savings Plans and Reservations.
