As per the page, the $80 bundle comes with 16 GB Memory, 4 vCPUs, 320 GB SSD Disk and 6 TB outbound data transfer.
Data transfer in excess of your plan's 6 TB data transfer allowance is subjected to overage charges.
If you select plan with IPv4 address, there is additional charge as stated on that page.

When you select a $80/month Lightsail instance plan, that sets the maximum you will be charged for that instance plan each month

It wouldn't be the maximum because they could still incur DataTransfer overage related charges if they exceed their DataTransfer quota.

The 6TB data transfer quota includes both inbound and outbound data transfer. Overage charges after the data transfer allowance is consumed however are only charged on outbound data transferred.
The IPv4 address related charges are NOT in addition to instance plan charges i.e. the plans with IPv4 will have their prices revised and those new prices go into effect starting May 1, 2024 and not quite yet.
