Transcribe: enable partial result stabilization using SDK

When will the partial result stabilization feature become available through SDK?

Use Case: the Medical Transcribe service seems to take noticeable longer time to ponder / finalize transcription than the general Transcribe service. I am hunting for ways to reduce transcription latency (and we are willing to trade off transcription accuracy a little).
