Hello.
SageMaker domains default to two quotas per region.

Judging from the error message, there may be restrictions on your account, so I think it would be a good idea to apply for the restriction to be lifted in the region you are using from the service quota screen.

If this does not resolve the issue, I recommend that you open a case with AWS Support under "Account and billing".

As this is a new AWS account, your service quota may have a lower limit.
Can you go to Service Quota console, Services, SageMaker, Total domains to Request increase at Account Level
?
